Fragile vs. Resilient Food Systems
"Covid is shining the spotlight on the fragility of the linear systems that we have come to rely on.
In many countries, particularly in the US, the food system has been thrown into chaos. The industrial food system is inherently fragile. One missing link in the chain means the entire process grinds to a halt.
There are alternatives. 70% of the world's food is produced by smallholders (5 acres or less) and distributed to their local communities. Where I live in Central Victoria, we have created a thriving food network similar to the food systems that existed worldwide before industrialisation changed the way we eat. In our world, if one element of the network fails, there are many more to pick up the slack. A network like this can respond to change. It can adapt. It has humans at its source, so a bad year for one small farm provides an opportunity for the community to help out. In a system of people and not corporations you will never see millions of litres of milk thrown away or abattoir workers being forced to work when they're sick. You will not see the overt disregard for animal rights and the destruction of planet, climate and indigenous lands. You will never see millions on tonnes of food rotting in the fields while supermarket prices rise.

What resilience is really about
The brochure What is resilience? (pdf, 13.7 MB) is based on research conducted at Stockholm Resilience Centre and summarizes the three major strands in resilience thinking and social-ecological research. In three short chapters it describes humanity’s impact on the Earth system, and ideas on how to handle the resulting challenges.
Chapter one describes the complex interdependencies between humans and nature. There are today no ecosystems that are not in some way shaped or affected by human activity, and no people living independently of ecosystems and the services they provide.
Chapter two describes the astounding human development and how leaves its marks on the planet. The chapter introduces the challenges and opportunities connected to the Great Acceleration and the Anthropocene.
Finally, chapter three outlines ideas on how to move forward, including an introduction to the concept of social-ecological innovation.

Turn down the heat : climate extremes, regional impacts, and the case for resilience
Abstract
This report focuses on the risks of climate change to development in Sub-Saharan Africa, South East Asia and South Asia. Building on the 2012 report, Turn Down the Heat: Why a 4°C Warmer World Must be Avoided, this new scientific analysis examines the likely impacts of present day, 2°C and 4°C warming on agricultural production, water resources, and coastal vulnerability for affected populations. It finds many significant climate and development impacts are already being felt in some regions, and in some cases multiple threats of increasing extreme heat waves, sea level rise, more severe storms, droughts and floods are expected to have further severe negative implications for the poorest. Climate related extreme events could push households below the poverty trap threshold. High temperature extremes appear likely to affect yields of rice, wheat, maize and other important crops, adversely affecting food security. Promoting economic growth and the eradication of poverty and inequality will thus be an increasingly challenging task under future climate change. Immediate steps are needed to help countries adapt to the risks already locked in at current levels of 0.8°C warming, but with ambitious global action to drastically reduce greenhouse gas emissions, many of the worst projected climate impacts could still be avoided by holding warming below 2°C.

Designing a Resilient Community
Students participate in project-based learning over several days as they assess their community's ability to respond to crises that threaten both natural and human systems. Then they develop ideas for redesigning their community to be more resilient.

Lesson Plan: Summary of Activity
After reading "Security, Resilience, and Community" (an excerpt on the Center's website from the preface to David W. Orr's book, Down to the Wire), lead a class discussion about the meaning of "resilience" at the personal, social, and ecological levels. Brainstorm ways to increase the resilience of local communities. You may want just to read the essay yourself for background or ask your students to read it, depending on their cognitive and reading levels. Estimated Time: 1-2 class periods (50-100 minutes)
Lesson Steps
- Introduce the concept of resilience by asking students what we mean when we remark that someone "really bounced back" after a difficult time. Record their responses.
- Write the word "RESILIENCE" on the board. Share with the class that "resilience" on the personal level is the capacity for a person to rebound from tough times and come through without psychological damage. Rather than giving up when faced with a difficult situation, resilient people face adversity with courage and determination. Sometimes they are even emotionally stronger than they were before. Ask if they can describe a time when they or someone they know demonstrated resilience.
- You can expand the discussion by reading an Aesop's fable, "The Oak Tree and the Reeds," as an illustration of resilience:
An Oak that grew on the bank of a river was uprooted by a severe gale of wind, and thrown across the stream. It fell among some Reeds growing by the water, and said to them, "How is it that you, who are so frail and slender, have managed to weather the storm, whereas I, with all my strength, have been torn up by the roots and hurled into the river?" "You were stubborn," came the reply, "and fought against the storm, which proved stronger than you: but we bow and yield to every breeze, and thus the gale passed harmlessly over our heads."
See Aesop's Fables > - Ask students to identify the conditions which help build resilience for youth their age. Record their answers on the board. Ask the class, working together, to cluster responses that are similar and give each cluster a heading. (For example, Resiliency In Action identifies broad categories of conditions for nurturing resilience: caring and support; high expectations for success; opportunities for meaningful participation; positive bonds; clear and consistent boundaries; and life skills. - Tell students that the idea of "resilience" can also apply to large-scale systems, like ecosystems, as well as to individual people. Ecosystems that are "resilient" are able to bounce back from a disturbance, like a fire or an oil spill, although it may take a long time. A resilient ecosystem can tolerate a disruption and eventually return to a healthy state. David Orr defines large-scale resilience as "the capacity of the system to 'absorb a disturbance; to undergo change and still retain essentially the same function, structure, and feedbacks.'"
- Ask students to identify the conditions that affect an ecosystem's resilient (e.g., the severity of the disturbance, the ecosystem's biological diversity, its state of health prior to the disturbance, and palliative measures that are taken after the disturbance). Record their responses on the board, and cluster them if there are many responses. (See step 4 above.)
- Share with students that scientists are concerned that widespread changes in climate threaten the resilience of many ecosystems, which in turn threatens the well-being of humans. Ask them to think about fertile land areas where we grow food, island and coastal communities that are vulnerable to rising ocean levels, and the global increase in extreme weather, and challenge them to make connections between the loss of resilience at the ecosystem level and the human-community level.
- Some experts, like David Orr, are concluding that we can no longer count on large-scale government to protect us from these threats and that much of the work must be carried out at local and regional levels. Furthermore, he argues that society as a whole will be more resilient if we establish decentralized systems for provisioning ourselves (e.g., local food systems, energy systems, communication system, etc.). A regionalized system would be better able to bounce back from a severe disturbance in one place, such as a drought or an oil shortage. It would also be easier to repair, support the local economy, and reduce carbon emissions. Working in pairs, have students generate a chart that identifies potential positive and negative consequences of building decentralized systems.[i]
- Ask students to brainstorm a list of ways they could collectively take action to secure local access to things that we in the U.S. consider to be our basic human rights: food, clean water, health, energy, shelter, and productive work. Use the list to formulate an action plan with students, with them taking the lead to make their community more secure.

A work book on planning for urban resilience in the face of disasters : adapting experiences from Vietnam's cities to other cities (English)
Abstract This workbook is intended to help policy makers in developing countries plan for a safer future in urban areas in the face of natural disasters and the consequences of climate change. It is based on the experiences of three cities in Vietnam, Can Tho, Dong Hoi, and Hanoi, that worked with international and local experts under World Bank supervision to develop local resilience action plans (LRAPs) in 2009-10. An LRAP is a detailed planning document that reflects local concerns and priorities based on the experiences of the past and projections for the future. It is not a wish list of projects that may never be completed because they are too costly or lack political support. Rather, it should be a realistic document that describes and establishes priorities for specific steps that can be undertaken in the near term to adapt to both climate related and other hazards. Regardless of their size, location, political orientation, or technical capacity, other cities can learn from the experiences of these pilot cities to develop their own LRAPs. The purpose of this workbook is to adapt the initial experiences of Can Tho, Dong Hoi, and Hanoi to benefit the national government and other communities in Vietnam and beyond. Indeed, the process described in this workbook was later adopted in the cities of Iloilo, the Philippines; Ningbo, China; and Yogyakarta, Indonesia, and the concluding chapter of this workbook draws on some of the lessons learned in these cities. However, the workbook, while generalizable to other contexts, largely reflects the Vietnamese experience.Complete Report in English

Climate Change, Disaster Risk, and the Urban Poor
- The urban poor are on the front line. The poor are particularly vulnerable to climate change and natural hazards due to where they live within cities, and the lack of reliable basic services.
- City governments are the drivers for addressing risks through ensuring basic services. Local governments play a vital role in financing and managing basic infrastructure and service delivery for all urban residents. Basic services are the first line of defense against the impacts of climate change and natural hazards.
- City officials build resilience by mainstreaming risk reduction into urban management. Climate change adaptation and disaster risk reduction can be best addressed and sustained over time through integration with existing urban planning and management practices. Good practice examples exist and can be replicated in cities around the world.
- Significant financial support is needed. Local governments need to leverage existing and new resources to meet the shortfalls in service delivery and basic infrastructure adaptation.
